What Are Penny Rugs?“Penny rugs” refers to a folk art method of appliqué. A penny rug is by tradition made from felted wool, and the style dates back from the 19th century. Penny area rugs were not used on the floor, in spite of their name, but as ornamental table rugs and wall hangings. Fabric was just too valuable to throw on the floor. The “penny” comes from the coins that were used to outline the circles. To craft these accent rugs, layers of wool are sewn to wool backing. The “woven strip” rugs where wool strips were woven flat to form a mat, and then sewn together with ornamental stitches also belong to this family of rugs. Also in this family are sewn shags, a type of rug where small bits or strips of cloth are sewn to a backing material, at one edge or in the center. This creates a lifted or shaggy surface.
